RFQ, RFI, PI and PO: Which Sourcing Document You Actually Need
Four Acronyms, Four Different Jobs
Sourcing conversations stall on vocabulary. A buyer asks for a “quote”, a factory sends a “PI”, and both sides assume they have agreed to something they have not. That gap is where rework, re-pricing and missed launch windows come from.
These four documents are commercial paperwork — they move a deal forward. They are not the quality and compliance set (COA, SDS, TDS, COC), which we cover separately in our supplier document set guide.
The Four Documents at a Glance
| Document | What it is | Who sends it | Binding? | When you use it |
|---|---|---|---|---|
| RFI (Request for Information) | Open questions about capability, capacity, certifications | Buyer | No | Shortlisting suppliers you have never bought from |
| RFQ (Request for Quotation) | A priced request against a defined spec | Buyer | No | You know the spec and want comparable prices |
| PI (Proforma Invoice) | Supplier’s commercial offer: price, MOQ, terms, validity | Supplier | No — it is an offer | Confirming the deal before you pay |
| PO (Purchase Order) | Your formal instruction to supply | Buyer | Yes, once accepted | Locking the order and releasing production |
What Each One Actually Does in an Oral Care Deal
RFI comes first, before you have a spec. You are asking whether a factory runs your product category at all, what its MOQ band looks like, and which certifications it can support. Send an RFI when you are still deciding between a stock programme and a custom build through an OEM service.
RFQ is the document most buyers misuse. A quote is only comparable when the spec is fixed: bristle type, filament diameter, handle material, fill weight, packaging format, print method and quantity. Send two suppliers different levels of detail and you will get two numbers that cannot be compared. Build the RFQ from a real spec sheet — our toothpaste spec guide shows the level of detail that produces a stable price.
PI is the supplier’s answer, and it is where you catch errors. Check that it restates the spec you quoted against, names the Incoterm with a named place (see EXW vs FOB vs CIF vs DDP), states the payment schedule, and carries a validity date. A PI without a validity window can be quietly re-priced when resin or bristle costs move.
PO is the only document in the set that creates an obligation. It should reference the PI number, repeat the agreed spec verbatim, and state inspection expectations. If you have agreed a golden sample or PP sample, say so on the PO — that is what production will be measured against.
The Sequence That Prevents Rework
- RFI to three to five suppliers; keep questions identical so answers compare.
- RFQ with one fixed spec and one target quantity; ask for the price break at two volume bands.
- PI review — spec, MOQ, Incoterm, payment terms, validity date, lead time.
- PO referencing the PI, with sample approval and AQL inspection criteria written in.
Skipping step 3 is the expensive mistake: paying against an unreviewed PI means accepting terms you did not read. Build the confirmation date into your lead time plan rather than treating the PO as day one.
FAQ
Is a proforma invoice the same as a commercial invoice?
No. The PI is an offer issued before payment. The commercial invoice is issued after production for customs clearance, and it is the one your broker needs.
Can I skip the RFQ and just ask for a price list?
You can, but a list price assumes a standard spec. Private label oral care is rarely standard, so list prices move once you specify bristles, formula, tube size or packaging artwork.
Is a PO legally binding internationally?
A PO becomes binding when the supplier accepts it, usually in writing. That acceptance — not the PO alone — is what forms the contract, so keep the confirmation in your order file.
Should payment terms appear on the PI or the PO?
Both, and they must match. A mismatch between the two is the most common cause of deposit disputes; see our payment terms guide for typical structures.
Do I need all four documents for a repeat order?
Usually not. Repeat SKUs can move straight from a refreshed PI to a PO, provided the spec is unchanged since the last run.
Send the Right Document, Get a Faster Answer
Send us an RFQ with a defined spec and target quantity and you will receive a comparable PI — with Incoterm, validity date and lead time stated — usually within one working day. If you are still scoping, start with an RFI and we will tell you whether your product is better built custom or sourced from ready-to-ship stock.
